JUKWAA LA KATIBA TANZANIA:  Campaigning for Citizen Participation in Delivering a New People-Centered Constitution for the United Republic of Tanzania

By Julie Tumbo, Ben Awinda, and Rhonda Schlangen

Jukwaa la Katiba—JUKATA—coordinated a massive national effort to equip citizens to participate in the process to reform the national constitution and ensure that the government upheld commitments for an open and participatory process. This case study profiles the JUKATA campaign, which successfully forged new ground for civil society in Tanzania during the 2010-2013 constitutional review. JUKATA promoted civic engagement and carved out space in the process for citizens’ voices. Tanzanian and other CSOs can learn from JUKATA’s experience of helping to shape a national effort to break new ground for citizen participation. The case study is available in Kiswahili and English, in full text and graphic formats.
